On the current leadership of ULMWP

OPEN STATEMENT

The management of the United Liberation Movement for West Papua (ULMWP) for the 2023–2028 period has observed, studied and examined all the internal political dynamics that ocurred after the Second High Level Conference (KTT II) of the ULMWP, 22, 26 August-3 September 2023 in Port Vila, Vanuatu and concluded as follows:

1. There are several individuals who have formed a new political syndicate within the ULMWP which aims to encourage an unpopular approach through the "Interim Government" format so that it has a negative impact on the progress and prospects of the national liberation struggle of the West Papuan people through the ULMWP unity platform.

2. Since the unilateral declaration of the "Interim Government" by Mr. Benny Wenda on 1 December 2020, no progressive achievements have been seen and cannot be accounted for in the ULMWP II Summit forum in Port Vila Vanuatu 2023.

3. The implementation of the "ULMWP First Congress" held by Mr. Buchtar Tabuni does not have a constitutional basis in the ULMWP regulatory system so it cannot be used as a legal basis for the ULMWP Supreme Decision Making Forum as regulated in Article 6 of the 2023 ULMWP Constitution concerning Congress.

4. The Political Syndicate which is trying to push the "Provisional Government" format is actually trying to take over the leadership of the ULMWP, building dualism in the leadership of the ULMWP, trying to submit a new membership application in the name of the "Provisional Government" to the Melanesian Spearhead Group Secretariat, including encouraging efforts to split within the body organs of liberation movements such as those that have occurred and are currently occurring in the Papuan Student Alliance, the West Papua National Committee and the West Papua National Liberation Army.

5. This Political Syndicate is also systematically and coordinated pushing the agenda of Unit 2.1 of the Directorate of State Security and Security Affairs together with the Opsnal Team of the Directorate of Intelligence and Security of the Papuan Police to divide the unity of the West Papuan National Liberation Movement, and to build agitation among the people of West Papua through various social media platforms to seek justification for this, action against the decision of the ULMWP II Summit in Port Vila Vanuatu 2023.

Paying attention to all the maneuvers of political syndicates that are pushing for the "Interim Government" format, the ULMWP Management for the 2023 - 2028 period hereby declares their position:

1. Freeze the membership of Mr. Buchtar Tabuni from the management of the ULMWP Legislative Council and freeze the membership of Mr. Benny Wenda from the management of the ULMWP Executive Council.

2. Freeze people who take direct and indirect roles in carrying out the PNWP Congress which is contrary to the ULMWP constitution and intends to destroy unity and unity. They are Mr. Edison Waromi, Mr. Oridek Ap, Mr. Jacob Rumbiak, Mr. Frans Kapisa, Mr. Simion Alua, Mr. Bazooka Logo, Mr. Alen Halitopo, Mr. Semuin Karoba, Mr. Diaz Gwijangge, Mr. Erik Walela, Mr. Danny Wenda, Mrs. Fanny Kogoya , Mr. Markus Yenu, Mr. Edison Kendi, Mr. Ibrahim Peyon and Mrs. Jeniffer Robinson from all structural and functional levels of ULMWP.

3. Prohibit the use of the ULMWP name in any political format outside of the ULMWP II Summit Decision.

4. Announce to all parties that the leadership of ULMWP for the 2023 – 2028 period will continue in accordance with the Decree of the VI Plenary Session, II ULMWP Summit, No. 09/TAP/KTT II/ULMWP/2023.

5. The ULMWP management will then hold a Working Meeting to prepare the work agenda set out in the ULMWP Summit II which includes strengthening institutions, strengthening work networks, improving advocacy and diplomacy strategies.
