From Jayapura West Papua, I, Markus Haluk, as the Executive Secretary of ULMWP, wish you a Happy Christmas 2023. May God's Love and Peace manifest wherever we are.

Praise God, for his participation, we have held a ULMWP Working Meeting in Bangkok, Thailand on 11-15 December 2023 which was attended by 30 delegates from West Papua and abroad.

This Working Meeting was chaired directly by Menase Tabuni as Executive President of ULMWP (West Papua), accompanied by Octovianus Mote Waki/Executive President (USA), and Markus Haluk/Executive Secretary (West Papua), and was also attended by the Leadership of the Legislative Council and Judicial Council as well as leaders of affiliated and non-affiliated organizations.

RESULTS OF THE ULMWP WORKING MEETING

The Executive Council of the United Liberation Movement for West Papua (ULMWP) has held a Working Meeting (Raker) on 11 – 15 December 2023 in Bangkok, Thailand. The working meeting aims to explain the strategic decisions resulting from the Second High Level Conference (KTT II) of ULMWP last September in Port Vila, Vanuatu. The implementation of this Working Meeting is a follow-up to ULMWP's progress as a result of the 2023 Summit II after bringing ULMWP leadership into the country in West Papua. 

This meeting was chaired by the executive President of ULMWP, Menase Tabuni (who lives in West Papua) accompanied by the Executive Vice President, Octovianus Mote (who lives in the United States) and Executive Secretary Markus Haluk (who lives in West Papua). The Working Meeting in Bangkok was an explanation of this victory, namely the program formulated and implemented by all components of the Papuan Nation's struggle. 

ULMWP as an umbrella organization acts as a uniting forum for various organizations and struggle groups committed to continuing to improve the quality and professionalism as a uniting forum for the struggle of the West Papuan nation, through internal improvements and external strengthening of the organization. 

Executive Council Working Meeting, attended by leaders of the Legislative Council, Judicative Council and founding pillar organizations, affiliated organizations and non-affiliated organizations, consisting of: West Papua National Coalition for Liberation (WPNCL), Federal State of the Republic of West Papua (NFRPB), National Parliament West Papua (PNWP), West Papua National Committee (KNPB), West Papua National Authority (WPNA), Papuan Student Youth and People's Movement (Gempar-Papua), Papuan Democratic People's Movement (Garda-P), National Solidarity of Papuan Students and Youth (SONAMAPPA), Papuan People's Petition (PRP), Indonesian People's Front for West Papua (FRI-WP), United for Justice (BUK) and ULMWP Action Committee. 

The main material discussed in the Raker includes; actor mapping; mapping problems, solutions and targets; SWOT analysis; classification of issues, derivative issues and programs; identification of resources and preparation of work structures; as well as formulating job descriptions and standard operational procedures. All material discussed in the Working Meeting is directed at overcoming ULMWP challenges both internally and externally in order to realize the goal of national liberation of the Papuan Nation. 

Internal challenges include efforts to reconcile and consolidate the three components of the struggle, namely defense and security, civil-politics and diplomacy; structuring a more effective and efficient organizational structure; as well as strengthening resources, both human and financial. Meanwhile, external challenges include advocacy for Papua's strategic issues including political, legal, gender, human rights, environmental, economic, social and cultural issues. 

Structurally, the ULMWP Executive Council has formed a number of Departments which are specifically responsible for handling strategic issues, and are assisted by ULMWP Diplomatic Missions which will soon be established in several strategic areas. Meanwhile, strengthening the support of the people of West Papua will be the responsibility of the ULMWP Regional Head and Regional Heads spread throughout the West Papua region. A number of specific functional tasks and responsibilities will be entrusted to several individuals according to their field of expertise. Through the Meeting it has been successful 

1). Formulate 8 strategic program clusters into the ULMWP leadership Roadmap for the 2023-2028 period. 

2). Forming the UMWP Work Structure by forming 12 Departments as well as several Bureaus, Divisions, Deks and appointing and appointing a number of people in the functional structure, Special Envoys, Spokespersons, Interpreters, Negotiators and advisors as well as 7 Diplomatic Mission Desks in a number of countries, institutions and Region. 

3). Issue Internal Reconciliation and Consolidation of civil and defense struggle organizations. In general, ULMWP targets the achievements of the Papua issue to attract the attention of various groups, which is done independently and in partnership with various parties to raise the Papua issue at the domestic and international levels. 

Another specific target is to put the West Papua issue back into the United Nations mechanism in order to obtain a just and dignified solution. Furthermore, through the Executive Council Working Meeting, the United Liberation Movement for West Papua also formulated a proposed agenda that needed to be followed up by higher bodies in the ULMWP institution and several other agendas as follows: 

1. The ULMWP Legislative Council should prepare a Working Meeting meeting to discuss the ULMWP Legislative Council Work Plan for the period 2023 - 2028. 

2. ULMWP Judicative Council to prepare a Working Meeting to discuss the ULMWP Judicative Council's work plan for the period 2023 - 2028. 

3. The ULMWP Legislative Council conducted a review of the ULMWP Action Committee. 

4. The ULMWP Defense and Security Agency should prepare a Working Meeting to discuss the ULMWP Defense and Security Agency's work plan for the period 2023 - 2028. 

5. We observe and are aware of the differences in views between the TPNPB and the WPA (West Papua Army) which have caused casualties in several areas. Therefore encourage and support a defense component meeting to equalize the differences early next year. 

6. Coordinate with the Papuan Traditional Council to encourage the process of forming the Association of Melanesian Tribal Chiefs and the Association of Pacific Tribal Chiefs. 

Menase Tabuni as Executive President of ULMWP said that "There are many challenges and burdens of responsibility that must be carried out by the ULMWP leadership for the 2023-2028 period. We would not have been able to do all of this without the support of the West Papuan people. "The current ULMWP management will work based on the 3D principles, namely Prayer, Data and Funds."

Octovianus Mote as Executive Vice President emphasized, “The Papuan people have no future living with Indonesia. Fighting for the independence and political sovereignty of the Papuan Nation is the solution to save the Papuan people from the threat of extinction on our ancestral land. "Now is the time to look for strategic solutions to gather support from various groups starting from Papuans, regional to the international community."

Markus Haluk as Executive Secretary of ULMWP added that “Papuans are currently facing serious threats that lead to the process of Genocide, Ecocide and Ethnocide. This condition is the result of international political decisions in the past which placed the West Papuan nation in an Indonesian colony. If we don't fight to liberate ourselves, the West Papuan nation will become extinct. "Therefore, we must unite and work together to free ourselves from Indonesian occupation in order to ensure the existence of the Papuan Nation in the future."
